Gross moral abandonment by either an aged spinster and/or deserted houses in an area.
Where you find cats you will find a professional meddler or a female.police informer.
Why so, I hear you ask?
Abandoned houses attract nesting birds and birds attract cats...
So why,I hear you ask, does a female.police informer come into the picture?
An informer has access to five or six houses and is usually the statutory tenant or occupant. Large areas of our towns and cities have absent tenants and in the housing estate where I live most of the houses,if not the overwhelming majority,as every election canvasser knows are unoccupied. One thing you can be sure of is this sort of hoaxer owns at least one house and the police force pay the rent on the rest. There is always a connection to estate agents and mortgage agencies.

If you want to know whether your area is in a police-control area,firstly most of the houses will be second or third or vacant tenancies. The owners will have long moved out and are unable to find new tenants.
Walk by the front window on a Sunday afternoon to resolve any doubt that it is a police area. You will see or hear no sign of occupation because nobody is in the house or flat.
On Christmas Day if you wish to confirm your suspicions,there will be no one at home in a second tenancy. They will be in their real places of abode.
The bill for all of these substitute and private tenancies is footed by the Department of Justice and the Department of Communities in Northern Ireland and the Department of Defence in Dublin.
